Help my brother find a good character to Cosplay

We are looking for a male character with very light hair. We are looking for odd colors like blue or white. Think Albedo from Xenosaga.

My brother is about 5 foot 7 inches. Stalky, about 165 pounds.
His hair is about 4 inches long but can be grown longer before the convention(which is Otacon).

You could go with Nagi from Mai HiME. I don't know if he's "stocky" enough, but the hair might be at a good length. Since I'm not at the 50 posts required to post URLs yet, suffice it to say that he looks something like this, but with light blue hair. And slightly more chinese-looking.

If his hair were a bit longer, he could play the male version of Akira (from Mai HiME, again). That'd be fun; people could vote on his gender. :) Oh, and for a picture... Think this, but with a bit of a darker blue-green hair, and without the facial hair.

How about a classic. Find a tuxedo, a black short-haired wig and a top hat and he can go as Tuxedo Mask from Sailor Moon. Never mess with a classic.
