I bought Hanenone, and it's not on there. I come to find out there is another CD, which may or may not be realeased in NA, but it also doesn't have the ED song. So, why do companies do that? I can't count the number of times I've bought soundtracks and found out they didn't feature the song I bought it for.
Sound track. The music. One would assume, all of it.
The ED for Haibane Renmei is called "Blue Flow - Heart of Air". It was released as a single with the complete version of "Blue Flow", 2 other songs, and karaoke versions of "Blue Flow and "Garasu no Yume". It was never released in the US, but you might find it on eBay or sites that especialize in CD imports.
And companies do that so they can sell several CDs, most anime series have individual OP and ED singles, plus several soundtracks depending on the series length.

A) Moving to Campus radio, as it's about music.
B) I believe there was a rather large licensing issue with the song "Blue Flow", and it couldn't be released on the US disc. This happens a lot of times, especially with artists who want to release their music world-wide. Something will be on a compilation disc in their home region, but they'll yank it from international releases of the disc to preserve their market. Smile.DK did this to Konami for a long while, refusing to let any of their songs be on international DDR mixes.
Hence, the soundtrack only includes the music that people have rights to include. Money's a funny thing, ain't it?
