I'd say Jubei from Ninja Scroll. He just had a neat care free personality and kicked a lot of ass. Also, my runner up would have to be Gatts. Anyone who can slay 100 men at once deserves some credit.

I have to say Kenshin. Only because he was the first image that came to my mind when I thought of anime swordsman. And even though Kenshin has the "oro" side to him, when Battousai takes over he is pretty darn cool. Though I do love his "Oro" side too.

I'll tell you whose not the coolest swordsman, and that's Leopold Scorpse (Scrapped Princess). He didn't seem to have a purpose in the story.
EDIT: I think Matoko off Love Hina deserves a mention as one of the better sword wielders in anime.

I would normally say, Gatsu, but he isn't a swordsman, he is a brute that wields a sword, anyone can do that. So my real choice goes to Father Andersen from Hellsing.
You people and your silly kenshin. I will put it like this simply: Roronoa Zoro is the coolest swordsman alive and not to mention he's also PIRATE! Hawk eyes Mihawk would be a close second but yeah hes the best.

Kamui from X. His sword came from within his mother, and that my friends, is very cool in my books.
Alright, I know she isn't a samurai style swordsman, but my choice is definitely Oscar François de Jarjeyes from Rose of Versailles. Then maybe Utena as a close second. And yes, I chose them because I wanted to actually put some variety into an AA thread (I know, it's quite rare) instead of being the 100th person to say Kenshin.

We know he's a swordsman from the game, and we also know for a fact that he is, indeed, very cool. His qualification into the anime world makes him a given winner.

It takes skill to be able to wield a sword and not leave openings, and be able to block and strike right. And hey, he's fought with a sword since he was five, or so. It would be rather weird if he didn't know anything about swordsmanship! :p
But even so, his fighting style is mostly based on brute strength. But if he just swung the blade, he would be dead long before he could ever meet Griffith! ;)

My favorites are Aoshi Shinomori and Balgus. Balgus may not last too long but he was able to block a sword 4x his size and he also takes out a couple Guymelefs. I'm not sure if he counts but I think Blues.EXE is really cool too.

Kenshin, without a doubt. But they make him out to be a little unrealistic. His speed, well, goes without say. Griffith and Guts from Berserk, are also sweet swordsmen. And....Musashi from...vagabond, the manga. Also, the guy from Blade Of The Immortal, cant remember his name though...

yes tobashi is quit the swordman i must say. but no one knows of him on a world wide level yet rvx but soon they will.(laughs sinisterly) but yes, if you mean like rvx said, officially or should i say a swordsman of a more established standard, it is guts hands down.

I think Aoshi and Inuyasha are two of the best swordsman I have seen. But then again, their are so many anime that I havent seen so far.
Best Swordsman - Gatts hands down. In all the animes I've seen, there's never been a clearer vision of a true Swordsman.
Swordswoman - Utena. Still a woman, yet ready for anything.

My favorite is Zoro, because 3 swords are better than 2.
Gatts is second. He's less like a swordsman and more like a thug with a blade, but that's what makes him so cool.

I'd have to say Youko Nakajima from Juuni Kokki. Sure to begin with it's mostly the hinman that controlled her combat skill, but considering she was guided out of school whilst being chased by a giant raven and didn't have the slightest idea what in hell was going on, she did pretty well for herself. Not to mention she defeated the demon in the blade by having the resolution to defy it. She could weild a fine blade and had the resolution of character to fight with it. Gets my vote.

Kuno from Ranma 1/2 is one of my favorites. Mostly due to the way he talks though.
Vicious is always cool.
Hiei is probably the best swordsman, due to his insane speed. Who else can hit more than 16 times in less than a second.

I'll have to go with Mugen from Samurai Champloo, his moves are pretty sick. He doesn't even have a style or technique he just like flips around everywhere, it's awesome.

While, in terms of character, I vastly prefer Jin to Mugen I would have to bet on Mugen in a dual. Jin's formal training would make him predictable. While who the hell knows what Mugen might try.

Well... i can't decide who's the better swordsman out there in Animes, but since i'm Samurai X's fan i'll say Hiko Seijurou the 13, when you watch this character you'd say who can defeat this guy? also the sword in his hand like a toy finally he's good looking.

First Place: Goemon from Lupin III, the most serious swordsman I know (sometimes he states someone wasn't worth his blade).
Second place: Jubei Kibagami from Ninja Scroll, all for a rice ball (Kurosawa reference in there).
