i think yukari from azumanga diaoh, with tomo by a close second.

Either Naruto or Kintaro from GoldenBoy. Naruto keeps telling people off, and Kintaro's voice can get pretty loud when caught wiping his face on a toilet. But overall, I'd say Stinkoman (from Homestarrunner) is the loudest. "ARE YOU ASKING FOR A CHALLENGE!!!?!DOUUUBLLEE DUUUKEEESS!!!"

Sakiyama Kaori from Air Master, she wins some points for looking like Devilman. But what really made her annoying is that shes all talk, practically all of the cast in the anime kicked her ass.
