Devil Hunter Yohko has seen an inordinate amount of popularity over the years. Perhaps it has much to do with there being a little bit for everyone: the mahou shoujo element plus bishounen for the ladies, and plenty of shots of the buxom Yohko either scantily clad or completely naked for the guys. Good thing, too, because there really isn't that much else to account for its success.
Why you should watch: Mano Yohko. She's hot. She apparently relishes in disrobing whenever possible (especially during her henshin, which are different in each OVA). After the first OVA in particular, the eye candy shows vast amounts of improvement. Action scenes are creative and succeed in keeping the viewer entertained. The music selection is nice (if somewhat small), and Hisakawa Aya is her usual fantastic self as Yohko.
Why you shouldn't watch: aside from the comedy and eye candy, there is nothing of worth. The story is standard mahou shoujo drivel and doesn't want to end, even though I wanted it to. A six OVA format doesn't afford a lot of time to develop a plot, and this certainly isn't helped by an entire episode which is merely a music video set to clips from the previous episodes. If fan service is not your forté, then this is probably not your anime, either.
Devil Hunter Yohko reminds me in many ways of Buttobi CPU; both pass the time fairly quickly and are good visual feasts for the eyes, but make story junkies cringe. If you have a few hours to spare, I say give it a shot.
